Over the last 12 months the Home Office has been considering options regarding the national management of the Positive Futures programme beyond March 2006.
The 4 options considered were:
1. Continued management within the Home Office
2. Total delegation of projects to Drug Action Team partnerships
3. External management by an existing national agency
4. Creation of a new agency
In April 05, the then Minister with responsibility for the programme decided on Option 3 on the basis that external management would enhance the potential for investment and further development whilst also retaining quality and the programme’s strong brand. Following a process of competitive tender, the management contract has been awarded to Crime Concern. The announcement was made on November 23rd by Home Office Minister Paul Goggins at a joint Home Office / Sport England event that highlighted the developing role of the volunteer.
The contract itself will start on January 1st 2006 and the handover period from the Home Office will last until March 31st. From April 1st 2006, Crime Concern will accept full responsibility and thereafter operate through a Service Level Agreement with the Home Office Drug Strategy Directorate.
Funding commitment from the Home Office is in place until March 2008 and it is not anticipated there will be any major change either for individual projects or their partner agencies. Key priorities around workforce training; developing the monitoring and evaluation framework; integration of local projects into local strategies, in particular Every Child Matters, will continue under the management of Crime Concern.
