The toolkit is designed to be flexible for the user and is structured so that it can be read through from start to finish or readers can select the sections that they require.

Partnership Grant Guidance
During 2003/4 25 partnership areas piloted the Pooled budget for young people' substance misuse work. Evaluation found that they were very successful in bringing partners together and improving local delivery.
Agreement was reached between the Home Office, Department of Health, Department for Education and Skills and the Youth Justice Board to pool substance misuse budgets for young people at a national level. This is in excess of £50m.
-
This will be allocated to Drug Action Teams as a single grant called the Young People Substance Misuse Partnership Grant
