Winner: Operation Cape: West YorkshireIs a unique operation by West Yorkshire police in partnership with Leeds City council;
- 65 ASBO’s were issued against individuals in the Little London of Leeds in September 2003.
These individuals were involved in class A drug supply offence and associated criminality. Crime rates in the area have dropped significantly and the local community have responded positively to the action taken by the police and Leeds City council.
Commended: Operation Leapfrog: Kent
Leapfrog used a holistic approach to combat drug supply in Kent.
The aims were to remove illegal drug markets and fill the vacuum with sustainable treatment, urban renewal and support for the communities.
Leapfrog has used enforcement alongside treatment, education and community reassurance to successfully disrupt drug supply in Sheerness.

- 57% reduction in overall crime.

To date Stealth has led to 3 organised street level gangs being dismantled along with:
- 751 Arrests
- £1,800,000 of Class A Drugs seized
- 185 Firearms recovered
- The first 60 people to appear at court have received 300 years.
